STATE 102181 ¶B. COFFEE-HOLACHEK E-MAIL OF 9 AUG AND PREVIOUS ¶1. On August 10, Ambassador and Czech Ministry of Defense Director of Security Policy Ivan Dvorak concluded a limited agreement concerning end-use, security and retransfer assurances related to planned USG provision of military articles under Section 1206 of the FY2007 NDAA. The limited agreement, which covers only items to be provided under the FY07 section 1206 funds, was an expediency to get the necessary assurances in place in a timely fashion, as agreed in ref B exchanges. The GOCR still intends to undertake the interagency review required to responded to the Embassy dipnote (ref A) and provide blanket assurances. However, this review will take several more weeks. ¶2.
