Emboffs delivered reftel demarche to MFA Azerbaijan Desk
Officer Radek Matula July 25. The Czech Republic supports
increased bilateral and multilateral coordination to address
the deteriorating democracy and human rights situation in
Azerbaijan. At a practical level, however, on-the-ground
coordination may be difficult because the Czechs do not/not
have a mission in Baku. The Czech Embassy in Tbilisi, which
has three diplomats, covers Georgia, Armenia and Azerbaijan.
While Matula assured that the Czech Republic shares USG
concerns about Azerbaijan's need for democratic reforms, he
was forthcoming in explaining that Azerbaijan is not/not a
high priority country for the Czech Republic. Reflecting
this reality, the Czechs currently do not have any plans to
provide technical assistance to strengthen independent media
in Azerbaijan. This type of assistance, along with sharing
of the Czech democratic transformation experience, is handled
by the MFA Transformation Cooperation Unit, and Azerbaijan is
not/not one of its target countries (Note: target countries
in the region are Belarus and Moldova. End Note). Matula
said the GOCR would encourage the EC to open a full mission
in Azerbaijan.
