1. The Czech MFA delivered the following diplomatic note
(#116851/2007-OSN) to Embassy Prague on May 25, 2007.
The Ministry of Foreign Affairs of the Czech Republic
presents its compliments to the Embassies of the Russian
Federation, the United Kingdom of Great Britain and Northern
Ireland and the United States of America, as Depositary
Governments of the Convention on the Prohibition of the
Development, Production and Stockpiling of Bacteriological
(Biological) and Toxin Weapons and their Destruction, opened
for signature at London, Moscow and Washington on 10 April
1972.
The Ministry of Foreign Affairs of the Czech Republic recalls
that the Sixth Review Conference of the above-named
Convention took note of the proposal made in August 2006 by
the Islamic Republic of Iran to amend Article I and the title
of the Convention to include the word "use" and encouraged
States Parties to convey their views on this to the
Depositaries. The Ministry of Foreign Affairs of the Czech
Republic further recalls that the Islamic Republic of Iran
submitted this same proposal in 1996.
The Czech Republic does not support the proposal for an
amendment and regards such an amendment as unnecessary. The
Czech Republic concurs with the Final Declaration of the
Sixth Review Conference that "use by the State Parties, in
any way and under any circumstances, of microbiological or
other biological agents or toxins, that is not consistent
with prophylactic, protective or other peaceful purposes, is
effectively a violation of Article I".
The Ministry of Foreign Affairs of the Czech Republic avails
itself of this opportunity to renew the assurances of its
highest consideration.
