(C) Pol-Mil Officer delivered the reftel points on US Missile
Defense and CFE discussions with Russia to Czech MFA Deputy
Director for Security Policy Daniel Kostoval on December 5.
Kostoval appreciated receiving the points, but expressed a
general frustration with the US approach to security
negotiations with Russia. Specifically, Kostoval expressed
concern that the USG does not consult sufficiently with NATO
allies prior to negotiating with Russia. Not only does this
limit the allies' input into decisions, but also emboldens
the Russians to behave like a "great power" that only has to
negotiate with the US. (Comment: Kostoval's complaints are
notably more strident than what we have heard from his
superiors. We report them not just because we think they may
reflect the sentiment of other MFA staff, but also because
Kostoval is seen as an up-and-comer within the MFA and is
rumored to be in line to take over one of the European
