(C) Per Ref B, the Czech Government last month approved the
draft 2008 foreign deployments bill and sent it to Parliament
for approval. The draft bill stipulates the number of Czechs
troops serving in Iraq will decrease from 100 to 20 by July
1, 2008. The bill further states the remaining 20 Czech
troops are to be assigned to the NATO Training Mission-Iraq
(NTM-I). Thus, we do not expect that the questions posed in
Ref. A regarding the deployment of Czech troops in MNF-I
without a United Nations' mandate will apply. However, as a
rule, for domestic political reasons, a United Nations,,
NATO, or other multi-national mandate is important for
foreign troop deployments.
