1. (U) Pol Chief met Multilateral Affairs Director Susan
Gordon at the Ministry of Foreign Affairs November 7,
presented the background, talking points and list of U.S.
compromises to date, and urged that GOTT's delegation vote in
favor of the resolution, including the provision that the
Secretary General report on the use of rape by armed groups

as an instrument to achieve political or military objectives.
He also stressed that the vote was scheduled for November 8.
2. (SBU) Ms. Gordon said the MFA would consult with its
delegation at the UN in New York. She said it was important
to get a sense of what the Africa Group's current concerns
were, because T and T always strove to take these into
account and to respect them to the extent possible. She
added that the intent and sense of the resolution were
praiseworthy and that she would endeavor to coordinate with
their UN delegation as quickly as possible.
