1. (U) On April 4, Robert Lecorps, who was arrested (but
never charged) in connection with the April 3, 2000 murder of
journalist Jean Dominique, was gunned down near his home in
Pernier, a suburb of Port-au-Prince. He was shot several
times in what appears to be a contract killing. Radio
Caraibes FM reported that gunmen murdered Lecorps in a
drive-by shooting and that his body remained on the street
for hours before being removed. At this point, the police do
not have any suspects. Lecorps was killed one day after the
seventh anniversary of Dominique's assassination.
2. (C) Even though Lecorps was a businessman, according to
numerous newspaper accounts, he had an extensive, implicated
association with violence. Lecorps supported the Duvalier
regimes and was a member of FRAPH (Front for the Advancement
and Progress of Haiti),an organization with a history of
political violence. In addition to being implicated in the
Jean Dominique murder, Lecorps was acquitted in 1996 of the
October 13, 1993 murder of Guy Malary, then Minister of
Justice. Persons arrested for drug trafficking at the
airport in New York have implicated Lecorps in their
activities. The DEA has also linked him to drug trafficking
in Cap Haitien.
3. (C) Based on his sources within the Haitian National
Police (HNP),Pierre Esperance (protect),the director of the
National Human Rights Defense Network (RNDDH),speculated
that corrupt associates of Lecorps within the judicial police
(DCPJ) may have killed him over an unpaid debt.
