SUBJECT: NOTORIOUS "TI-BLANC" ARRESTED
1. On April 4 at approximately 9:50 pm, Haitian National
Police (HNP) arrested William Baptiste, aka "Ti-Blanc," in
the Delmas 33 neighborhood of Port-au-Prince. Ti-Blanc was
passing through an HNP checkpoint when he and his driver were
apprehended. MINUSTAH was not involved in the arrest.
Ti-Blanc was among the top ten most wanted gang leaders in
Haiti and is accused of numerous murders and kidnappings in
the Simone Pele and Cite Militaire slums. According to press
reports, he is 27 years old. His arrest represents another
success in the GoH's recent crackdown on gang activity, which
has driven many of the most notorious gang leaders from their
bases and appears to be scaring gangs into giving up weapons
to the GoH's disarmament program (CNDDR).
