SUBJECT: LEAHY VETTING REQUEST:PARTICIPATION OF TWO HAITIAN NATIONAL
POLICE (HNP) SENIOR OFFICERS TO THE ANNUAL CONFERENCE OF THE
INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE
1. This is an action request for WHA/CAR.
2. Post requests the Department's assistance in vetting the
following participants, of the Haitian National Police (HNP),who
have been invited to the 114th Annual Conference of the
International Association of Chiefs of Police (IACP),pursuant to
the Leahy Amendment and Foreign Assistance Act.
2. Travel, Hotel accommodation and Per Diem will be funded by NAS.
This conference will be held from October 13-17, 2007 in New
Orleans, Louisiana. Post has no derogatory information on Maxime.
A quasi-lookout exists for Andresol that is not an ineligibility and
he has been issued visas at Post previously.
