In response, Bertolotti expressed his government's gratitude for the favorable result of USG deliberations on the missile system in question. Also, he said he hoped that the United States, the United Kingdom, and France would continue to work together is such a close and productive manner. ¶2. (S) However, Bertolotti advised that on January 8 he had received South Africa's proposal on the issue of modifying MTCR controls on UAV's and cruise missiles, and that South Africa's position on this issue conflicted with that of the United States and France (NFI). He further noted that he viewed Russia's position as an added obstacle to obtaining consensus on this issue (NFI).
