(S/NF) Per reftel, we consulted with members of the country team regarding in-house views on, and likely host government reactions to, the possible domestic designation under E.O. 13224 and potential UNSCR 1267 designation of the entire UAE-based international NGO, Human Appeal International (HAI). Since HAI does not affect any French interests, France is likely to have no reaction to a USG domestic designation, and is unlikely to place a hold on a possible UNSC 1267 designation. France does have the capacity and most likely would have the political will to take actions required by UNSCR 1267 and subsequent resolutions against HAI.
