KAZAKHSTAN TO FULFILL OSCE COMMITMENTS

1. (C) On December 20, MFA DAS-equivalent for Central Asia
Alexandre Vulic told us that France will use its EU
presidency, and bilateral initiatives, to push Kazakhstan to
fulfill commitments the Kazakhs made at the OSCE November
2007 Madrid Ministerial where they secured the
Chair-in-Office (CiO) position for 2010. Vulic, without
prompting, made it clear that while France supported
Kazakhstan's CiO bid for 2010, the GOF hopes that the U.S.
and other OSCE allies will maintain significant pressure on
Kazakhstan to live up to the commitments it made in Madrid,
including the implementation of concrete domestic reforms and
respect for OSCE core principles.
2. (C) The French were extremely pleased with the Kazakh
statement at the November 2007 OSCE Madrid Ministerial. Vulic
added that the GOF is grateful for U.S. efforts in persuading
Kazakhstan to publicly support the OSCE's Office of
Democratic Initiatives and Human Rights (ODIHR) as well as
commit to necessary domestic reforms. Vulic said that France
is launching bilateral initiatives to support democratic
development in Kazakhstan and will use the EU's strategy on
Central Asia during France's EU presidency from July to
December 2008 to encourage Kazakhstan to fulfill the
commitments made in Madrid. We provided Vulic with the U.S.
demarche on the issue (reftel) and agreed to stay in close
contact in the lead up to 2010.
