1. (C) We conveyed to the French MFA, per reftel, key
points along with the texts of the draft UNSR on MNF-I
renewal and draft U.S. and Iraqi letters to the UNSC on
December 11. On December 12, we followed up, accompanied by
UK emboff with instructions to present a joint demarche with
us on the same subject, with French MFA IO desk officer for
Middle East issues Salina Grenet. She indicated that the
timing of our demarche was perfect inasmuch as the MFA was
finalizing instructions to the French mission in New York
regarding consultations on the draft. (Note: French
interest in this subject dates back several days, when one of
Grenet,s colleagues phoned to ask the status of our
preparations for the MNF-I renewal. End note)


2. (C) Grenet indicated no overall problems with the draft
or with MNF-I renewal, and the GOF would support moving ahead
with the resolution. The Iraqi letter, in the GOF,s view,
dealt with the larger issue of an eventual end to the
invocation of Chapter VII as justification for MNF-I,s
continued presence. The letter thus should obviate the need
for such mention in the resolution. She offered three
suggestions, however, that France will repeat in experts,
consultations in New York:

--PP 6 (on the principle of non-intervention): Eliminate the
paragraph entirely or move it to PP 9. This had apparently,
according to Grenet, come up in previous experts,
discussions, and it was clear that the U.S. and UK meant
non-intervention by Iraq,s neighbors. Since this was the
case, it was better to move this point to PP 10, where the
issue of intervention by Iraq,s neighbors is addressed.
Otherwise, there might be questions about the role of U.S.
and other MNF-I forces in terms of constituting intervention
in Iraq,s internal affairs.

--PP 8 (noting &the progress of the Government of Iraq in
pursuing an atmosphere in which sectarianism is totally
rejected...8): Grenet asked that this assertion be softened
to reflect the fact that not all governments share this view
on the degree of &progress8 achieved. She said that France
accepts some measure of progress but cannot agree that it has
been as significant or certain as suggested in the draft
language.

--PP 15 (&Taking into consideration the progress of Iraq,s
security forces in achieving the capability to provide
security to the country and people of Iraq, as well as the
successes and continuing progress of the Government of Iraq
in achieving its political, economic, and security

program.8): As with PP 8, Grenet asked that we change this
language to soften the assertions of &progress8 made by
Iraq,s security forces as well as in terms of the GOI,s
achievement of its political, economic, and security program.
