1. This is an action request. See paragraph 4.


2. On February 1, econoff met with MFA DAS-equivalent for
Export Control Marc Abensour and his Deputy Jacques
Raharinaivo to discuss the possibility that a French company,
Paul Boye Manufacturing, may have negotiated a Memorandum
of Understanding with two subsidiaries of the Iranian
Defense Industries Organization (DIO) to cooperate in the
area of nuclear, biological and chemical (NBC) protective
and decontamination suits. Abensour said that this was a
serious issue that merited investigation and thanked
econoff for bringing it to his attention. He promised that
he would coordinate with his interagency colleagues.


3. Abensour said that he and his counterparts from EU
Member State countries had compared export policies
toward Libya earlier in the week and determined that EU
Member State export controls were still quite rigorous.
He requested information on whether the USG had loosened its
dual use export controls regarding Libya and whether there
was a debate on whether to also make more flexible export
controls on military equipment.


4. Action request. Post requests information that we can
pass to Abensour regarding any change in USG policy on
dual use and military equipment regulations towards Libya.
End action request.
