(S) On October 10, MFA Security Affairs official told Emboff
that the addition of Safar Al-Hawali, and Salman Bin-Fahd
Al-Awdah, to the 1267 Designated Persons list presents
"considerable problems" and France would oppose their
designation at this time. France requests the postponement
of public proposals to designate them and requests bilateral
discussions of the two individuals at the earliest
opportunity. Because the two individuals are both extremely
well known in Saudi Arabia, the official explained, GOF
officials believe that addition of their names to the list
could have serious political repercussions inside that
country. France fully supports the addition of the other
three individuals proposed in our August 29 demarche
(reftel),Abdul Rahim Al-Talhi, Muhammad 'Abdallah Salih
Sughayr, and Fahd Muhammad 'Abd Al-'Aziz Al-Khashiban.
