1. This is Embassy Paris Anti Al-Qaida Communication Plan
(ACAP) report number 1, as tasked reftel A.
Task 1 (Encouraging French CT Internet effort) No
activities to report.
Task 2 (Support to surrogates, "credible voices") Post
currently provides small PA program grants to French NGOs
advocating for the rights of minorities, including Muslim
minorities, and also targets these groups for USG exchange
programs, especially ECA's IVLP. Updated inventory of
specific post surrogates ("credible voices") will be provided
to IIP/CTCC and EUR/PPD by September 12, as tasked reftel B.
Task 3 (Producing/placing CT Public Service Announcements in
French media, especially TV) No activities to report.
Task 4 (Encouraging French on-line networks to support
anti-extremist communications) No activities to report.
Task 5 (Encouraging French translations of anti-extremist
media messaging) No activities to report.
Task 6 (Encouraging translations of moderate Islamic
textbooks for French schools) No activities to report.
Task 7 (Encouraging French coordination with USG on
anti-extremist public messaging, especially TV) No
activities to report.
