1. (S) Reftel demarche was delivered on July 3 to Gilles
Bonnaud, MFA PDAS-equivalent for Middle East affairs.
Bonnaud commented that he was not surprised that Damascus had
failed to demonstrate the good will it offered at Sharm Al
Shayk. He agreed to consider the request to conduct a joint
demarche with the U.S. in targeted Arab capitals.
2. (S) COMMENT: Because Paris is curently considering
whether (and how) to step up political and diplomatic
engagement with Damascus, we think it unlikely the GOF would
join a bilateral demarche at the present time. On the EU
level, however, they may not oppose such an effort.
3. (S) COMMENT CONT'D: The GOF is extremely concerned about
foreign fighters going to Iraq from France and has been very
active in working to dismantle local cells that recruit or
provide material support to individuals seeking to go to
Iraq. Through intelligence channels, France continues to
seek further information from the U.S. on French-origin
foreign fighters captured or otherwise identified in Iraq.
