(C) In response to reftel demarche, Aurelia Bouchez, the MFA
DAS-equivalent for Russia, the Caucasus and Central Asia,
said that France was fully supportive of the substance of the
U.S. position and shared our concern about Russian tactics.
The Russians, she said, had recently demarched Paris on the
Shamba visa. Bouchez said she explained to the Russians that
France, as a member of the Friends of the Secretary General
for Georgia, agreed with the U.S. that a Shamba visit at the
current time was inappropriate. On procedural issues
concerning the visa, the French had told the Russians that
the matter was best addressed as a U.S./Russia bilateral
issue.
