Post is pleased to provide its 2006 End Use Monitoring Report in accordance with the format provided in ref. A. ¶2. SUMMARY: Suriname instituions receiving INL funded assistance used all resources provided in an effective manner and in accordance with their stated purpose. INL assistance helped increase the institutional capacity of law enforcement, agencies, police and courts, and strenghtened the bilateral relationship and cooperation on international crime and drugs. END SUMMARY ¶3. A) Procedures: Receiving law enforcement agencies sign documentation confirming receipt of all materials and committing to using the resources for their stated purposes. Documentation includes serial numbers, quantities, and expected end-use. Post's INL coordinator office and RSO office, conduct on-site inspections including periodic spot checks. Post believes that its on-site inspections are an effective means of monitoring the USG assistance provided. The Surinamese Police Force (KPS) and other law enforcement agencies accommodate visits from Embassy personnel. The Embassy maintains regular contact with law enforcement officials throughout the year with regard to training opportunities, drug seizures statistics, and equipment status. Post reports periodically via cable on various end-use activities. (See refs B, C, and D) B) Status: INL equipment donated in CY06 and previous years is used by various units within the Surinamese Police Force, including the Narcotics Brigade, police liaison unit, special investigations unit, special unit assigned to the Embassy area, financial investigative unit (FOT),and forensics unit. Several police bureaus located in geographically disparate police stations throughout the country are using donated computers and radios. Equipment was also provided to the KPS Police Academy, Financial Intelligence Unit (FIU),and a police ombudsman unit within the Ministry of Justice and Police. The equipment is being used and maintained properly. The Criminal Records Database is located in a secure environment within the KPS Forensics Unit, which has responsibility for maintaining criminal data. All items donated are being used in accordance with their stated purpose. Resources: Post provided the following items to GOS courts and law enforcement agencies in CY-06. C) Problems: Post has encountered no problems in the course of the year's monitoring activities. Police were open to inspection. D) Impact: Suriname's Police, law enforcement agencies, and courts receiving assistance use all resources provided in a effective manner and are extremely appreciative of any and all assistance. Post's INL program has strengthened GOS' institutional capacity to make real progress in its fight against narcotics trafficking and related crimes within its borders. The success of the program has also deepened and strengthened the bilateral relationship and cooperation. Visiting U.S. prosecutors and law enforcement experts held two training workshops in 2006, one on Asset Forfeiture and one on Interviews and Interrogation. These workshops, funded by INL, have added to the resources listed above in the fight against drug trafficking in Suriname. This fight led to a major success in 2006 when Surinamese authorities arrested and deported Shaheed "Roger" Khan, a Guyanese national suspected of narcotics trafficking, on charges of false documentation. Kahn was picked up by U.S. authorities in Trinidad and is now facing drug charges in the U.S. In another joint operation, police units in two western districts of Suriname seized 100 kilograms of cocaine hidden in an oil-storage tank and arrested two men. Additional arrests and seizures throughout the year also helped point to the effectiveness of increased INL help and funding. Schreiber Hughes
