Referenced demarche was delivered to Director of Foreign
Policy Javier Bonagas on 26 April 2007. PolOff spoke with
the Special Advisor to the Foreign Ministry on UN Affairs,
Nils Castro, regarding the demarche on 30 April 2007. Castro
stated that they had discussed the issue, and even though
they could not commit to the language, he stated that Panama
has no problems with the plan. They realize the urgency, and
agreed that the Secretary General begin appropriate
contingency planning.
