(U) On November 19, 2007, Post received a letter from the Panamanian Maritime Authority AMP) stating that it will support the re-election of the U.S. to the International Maritime Organization as a Category A member. The AMP letter stated that such voting instructions have been transmitted. ¶2. (U) Below is an unofficial translation of the AMP letter.
