(U) During Economic Minister-Counselor's February 16 demarche at the Department of Foreign Affairs and International Trade (DFAIT) on Canada's implementation of UNSCR 1737 on Iran (reported septel),he learned about the GoC's implementation of UNSCR 1718 on the DPRK. ¶2. (U) DFAIT United Nations, Human Rights and Economic Law Division Deputy Director Carolyn Knobel explained that Canada implemented its obligations under the Resolution through the provisions of its United Nations Act. On November 9, the Governor General in Council, upon recommendation of Foreign Minister MacKay, issued Regulations Implementing the United Nations Resolution on the Democratic People's Republic of Korea. The Regulations went into effect that day. ¶3. (U) The Regulations implemented UNSCR 1718 under Canadian domestic law the assets freeze, the embargo on the export of luxury goods, and the embargo on the provision and procurement of arms, related material and technical assistance. Implementation of the travel ban is done in Canada under existing provisions of the Immigration and Refugee Protection Act. The Department of Justice, the Canada Border Services Agency, the Department of Finance, and DFAIT have been informed of their respective responsibilities to implement the Regulations. The Office of the Superintendent of Financial Institutions (OSFI) has informed Canadian financial institutions of their obligation to freeze the assets of listed persons.
