1. (U) Embassy Ottawa nominates the individuals identified
in paras 2-6 to attend the conference on modern insurgency in
Munich, 26-27 March 2007.
Department of Foreign Affairs and International Trade (DFAIT)

2. (SBU) DFAIT nominees in rank order
-- Associate Deputy Minister (A/S equivalent) David Mulroney.
Currently foreign and defense policy adviser to the Prime
Minister, Mulroney shifts to DFAIT February 13 where he will
coordinate GOC whole-of-government policy on Afghanistan.
-- Assistant Deputy Minister (A/S equivalent) Colleen Swords.
Swords is DFAIT PolDir and chief of its international
security division.
-- Assistant Deputy Minister for Bilateral Relations James
Fox. Fox is SCA A/S Boucher's counterpart. He oversees
Canada's bilateral relations with Afghanistan as well as the
rest of the world except North America.
-- Director General (DAS equivalent) Don Sinclair. Sinclair
directs the GOC's S/CRS equivalent, the Stabilization and
Reconstruction Task Force (START).
Department of National Defence (DND)

3. (SBU) DND nominees in rank order:
-- Assistant Deputy Minister Vincent Rigby. Recently
promoted to ADM for Policy, Rigby rose through the ranks
quickly after joining DND's policy shop less than ten years
ago.
-- Brigadier General David Fraser. Fraser commanded Task
Force Aegis (RC-S) in Afghanistan until November 1 2006.
Public Safety and Emergency Preparedness Canada (PSEPC)

4. (SBU) PSEPC nominee:
-- Chief Irvin Studin, PSEPC (DHS counterpart). Studin heads
the Counter Terrorism Policy and Coordination Division of
PSEPC's National Security Policy Directorate. Before joining
PSEPC, Studin was at the Privy Council Office. He was loaned
to the Australian Prime Minister's Cabinet in 2006 where he
served as the principal drafter of Australia's
whole-of-government counter terrorism strategy.
Royal Canadian Mounted Police (RCMP)

-- Chief Superintendent David Beer, RCMP. Beer is the RCMP's
director general for international policing
