(S) Econcouns delivered reftel information regarding the
proposed designation of seven Iraqi individuals to Yves
Beaulieu, Deputy Director for Counter Terrorism at the
Department of Foreign Affairs and International Trade, on
October 5. Beaulieu stressed his appreciation for the
two-week advance notice, saying it gives Canada enough time
to put the necessary administrative controls (e.g., regarding
financial accounts) into place, which would allow for
simultaneous U.S. and Canadian enforcement of sanctions
against these individuals.
