1. (C) Responding to reftel, on December 24 Department of
Foreign Affairs and International Trade (DFAIT) Global
Partnership Program Director General Troy Lulashnyk told us
that Canada would be pleased to participate in any
non-proliferation discussions with the Ukrainians that the
U.S. thinks appropriate, to include Global Partnership and
nuclear smuggling (agenda items one and two respectively).
He noted that in addition to agenda items one and two, Canada
was working closely with the Ukrainians on agenda items 3-7,
and 16. If asked, Lulashnyk said, Canada would we willing to
engage in those areas as well.
