(C) On July 10 we delivered reftel points to MFA Middle East
Section Deputy Director General Jorn Gjelstad and MFA Deputy
Director General for Global Security and Bilateral Relations
Leif Larsen. Both Gjelstad and Larsen will carefully review
the points concerning funding the Fully Armored Vehicles
(FAVS). Gjelstad was not optimistic, however, that the GON
would be able to contribute. He noted that last years' One
Million USD Norwegian contribution to the Multinational Force
and Observers (MFO) was difficult, given that Norway has
stringent regulations concerning the government funding
measures which have some military components. Gjelstad
recalled that last year's MFO contribution, though ultimately
successful as a funding initiative from the International
Development budget, was a complicated process which required
special Parliamentary approval.
