SUBJECT: NORWAY BACKS U.S. POSITION ON OSCE "CHARTER"

(SBU) On May 22, we delivered reftel points to Norwegian
Ministry of Foreign Affairs Office Director for OSCE, Dag
Halvorsen. Halvorsen told us that Norway supports our
position opposing Russia's OSCE "Charter". Norway also
agrees that the OSCE should concentrate on securing legal
status and diplomatic privileges for OSCE personnel in line
with earlier Ministerial decisions. Norway will take our
positions into account when preparing its statement at this
week's meeting.
