(C) On May 10 we delivered reftel A points to Tine Moerch
Smith, Acting Deputy Director General in the MFA's Section on
Human Rights and Democracy and Petter Wille, Director General
in the MFA's UN Section for Peace and Humanitarian Affairs.
Wille confirmed that Norway will support Slovenia's bid for
one of the two available UN Human Rights Council (UNHRC)
seats. He reiterated that Norway will not support Belarus'
UNHRC candidacy, as noted in reftel B. Assuming that Belarus
does not get elected, Wille strongly believes Norway will
support Bosnia's candidacy for the remaining seat. He
emphasized that it is "important for the UNHRC to uphold the
highest standard of human rights," a factor which he notes
influences Norway's UNHRC voting decisions.
