(C) On May 3, we discussed reftel points with Ministry of
Foreign Affairs East Africa DAS Hans Jacob Frydenlund.
Frydenlund told us that Norway continues to raise human
rights, UN worker access, and respect for diplomatic
conventions with Eritrean leaders whenever possible. Turning
to the Eritrea / Ethiopia border dispute, Norwegians are very
concerned about increased rhetoric coming from both sides,
likening Ethiopia's statements to what was heard just before
Ethiopia's intervention in Somalia. He told us that the
UNMEE is meeting in New York to discuss the issue and that at
this point, unclear signals from the international community
could be misinterpreted by the parties and lead to further
escalation. For its part, Norway continues to work support
of the border agreement and wants Ethiopia to abide by terms
of the border commission decision and Eritrea to withdraw
restrictions on UNMEE officials.
