STANDARDIZATION AT UNESCO

(SBU) On April 12, we delivered reftel message to Ministry of
Foreign Affairs UN section and Ministry of Education section
for UNESCO. MFA UN Section Chief Jostien Leiro told us that
Norway will be flexible, but intends to keep Migration and
Education, Item 8, on the UNESCO Executive Board agenda. MFA
and Ministry of Education conferred earlier in the day and
also passed reftel points to their counterparts in Paris.
Regarding the U.S. position, Leiro went on to say that Norway
sees academic qualifications as an educational issue that
broadly falls under UNESCO purview and the Executive Board is
an appropriate venue to discuss this issue and ways to deal
with different national treatments.
