1. (C) On February 14 we delivered reftel to Ann Froholm,
Senior Adviser in the MFA's Safety Policy Department and
Kjell Harald Dalen, the MFA's Special Envoy to Somalia.
Froholm noted requests similar to those found in reftel were
also recently delivered by African Union (AU)
representatives. Although noting Norway would continue to
provide financial and other forms of support, she stated that
Norway could not provide military support to the AU
stabilization force in Somalia (AMISOM). Froholm pointed out
Norway maintains stringent controls regarding development
aid, and Norwegian law prohibits such aid being used for
military purposes.
2. (C) Dalen, recently returning from the International
Contact Group in Somalia, noted that Norway "shares views"
with the U.S., and recognizes the need to deploy substantial
aid to stabilization efforts in Somalia. He pledged that
Norway would continue to support objectives through civilian
and humanitarian aid. Dalen reiterated however that Norway's
development aid could not legally be used for regional
military operations.
