1. (SBU) On October 15 we delivered reftel points to MFA
East Asia Section Deputy Director General Tanja Hegga. Hegga
described the goal of Norway's Burmese foreign assistance to
"alleviate human suffering," focusing primarily on refugees
and their health concerns. In 2007, GON assistance is
estimated at 9 million USD, and is anticipated to increase.
Most of the GON assistance is channeled through UN
organizations.


2. (SBU) Hegga noted how Norway coordinates its efforts
through its regional embassy in Bangkok while working closely
with other donors to avoid duplicative efforts. She also
emphasized that Norway is very concerned with the current
human rights situation in Burma.
