Per reftel, PolOff on November 14 demarched Monica Ioakim,
Second Secretary, Division of Multilateral Affairs, Cypriot
MFA. Ioakim stated that Cyprus would send UN PermRep Andreas
Mavroyiannis to the Mali Community of Democracies (CD)
Ministerial. On substance, Cyprus had "no problem"
supporting most of the U.S. positions, she added. Although
the government supported the establishment of the
newly-created CD Secretariat, Ioakim was unaware of any
Cypriot funding for that purpose. In Mali, Cyprus plans to
follow the agenda dictated by the European Union, and does
not have specific democracy promotion initiatives to present.
