SUBJECT: DEMARCHE DELIVERED: BURMESE PARTICIPATION IN
EU-ASEAN AND OTHER UPCOMING SUMMITS
REF: SECSTATE 148530
On November 2, Poloff delivered reftel demarche to Nikos
Panayi, a counselor in the Multilateral Affairs division of
the Cypriot Ministry of Foreign Affairs. Panayi echoed
earlier MFA impressions on the importance of UN Special
Advisor Ibrahim Gambari's efforts in Burma. Regarding our
specific request, Cyprus would not press ASEAN to "disinvite"
Burma from its November 20 summit nor push to restrict GoB
attendance to lower level officials. Panayi offered
assurances, however, that Cyprus fully understood the
importance of the upcoming ASEAN and other East Asian summits
in addressing the crisis in Burma.
