Ref A demarche was delivered October 30 to Serghios Serghiou,
Director, Department of Merchant Shipping in the Ministry of
Communications and Works. Serghiou advised that he could not
assure the US of Cyprus' vote for election to the IMO "A"
category unless we assured the GoC of USG support for Cyprus'
election to IMO category "C." This approach was echoed by
Cyprus MFA (Ref B). Serghiou noted that in the past, our
nations have tended to support each other's IMO candidacies
even in the absence of an agreement to do so before the vote.
