UNCLAS NICOSIA 000819 SIPDIS SIPDIS STATE FOR LB/ESP E.O. 12958: N/A TAGS: BEXP ETRD ETTC SUBJECT: RSVP: EXTRANCHECK: POST-SHIPMENT VERIFICATION; CYPRUS POLICE AIRWING REF: USDOC 7937 ¶1. On 25 September 2007, Poloff Barbara DeLeo carried out a Post Shipment Verification at the Cyprus Police Airwing, located at the airport in Larnaca, Cyprus. ¶2. Post met for approximately two hours with George Frangos, a sergeant with the Cyprus Police Airwing. Frangos explained the radar apparatus was a weather radar used in search and rescue operations. The Cyprus Police Airwing logistics officer brought Post and Frangos to the helicopter where he believed the radar was installed. After a few checks, it was determined an avionics team was necessary for further inspection. The correct radar was not found on the helicopter. The avionics team then searched a small plane, which also did not house the radar. Upon return to the Cyprus Police Airwing office, the logistics officer found a radar on the shelf, which was never installed in an aircraft. Post ensured this was the correct radar apparatus, part number 4000831-105 with serial number T2020. The Cyprus Police Airwing did not have immediate plans to install the radar apparatus on their aircraft. ¶3. Recommendation: All indications were that the Cyprus Police Airwing will remain in possession of the radar apparatus and will install the device on their aircraft. No adverse information was available regarding the suitability of the consignee as a recipient of US-origined technical data. The Cyprus Police Airwing can be considered a reliable recipient of this equipment. SCHLICHER
