1. (U) Per Ref A instructions, the below updates Ref B
January 2007 and Ref C July 2006 reports.
2. (U) Ms. Sally Anne Corcoran, UN Peacekeeping Force in
Cyprus (UNFICYP) Civil Affairs Political Officer, continues
to be the UN mission,s &gender focal point,8 charged with
educating UN civilian and military personnel about
trafficking in persons (TIP) and sexual exploitation and
abuse (SEA). With Corcoran on leave until mid-July, UNFICYP
Deputy Chief Civil Affairs Officer Samba Sane reported to
PolOff July 6 that Corcoran,s office leads mandatory
training for all new UN personnel in Cyprus and that UNFICYP
enforces the SYG,s &no tolerance8 policy, per UN circular
No. 56, prohibiting personnel from frequenting establishments
that likely sponsor prostitution. As of the end of June
2007, Sane knew of no new reported cases of UN personnel
violating the policy. Sane reiterated Corcoran's previous
statement: "The whole of UNFICYP leadership view TIP and SEA
with utmost seriousness." During the previous six months,
there were no reported UNFICYP violations, by local media or
by Cyprus-based NGOs Stigma and Prologue Consulting.
