1. (SBU) Poloff delivered reftel demarche to MEA Director
(United Nations Economic and Social) Dinesh Patnaik on
November 13, noting the tight deadline for a decision, with
the vote only two days away. Patnaik replied that the GOI is
still deliberating on its position, stating "we'll do
whatever is necessary on this vote," adding, "you can take
that positively."
2. (C) COMMENT. Patnaik was referring to MEA's practice of
having its mission in New York suggest how India should vote.
Post suggests that, if possible, USUN double-track the
Indian viewpoint there. Post expects India to vote with us
on this resolution. END COMMENT.
