1. (C) Ministry of External Affairs (MEA) for Disarmament
and International Security (DISA) Under Secretary Jayant
Khobargade provided a nonpaper to PolOff October 26 in
response to requests for information passed to the GOI in
June 2007 by Assistant Secretary of State for International
Security and Nonproliferation John Rood during the
nonproliferation dialogue. Khobargade stated that the same
nonpaper had been delivered to the USG in November 2006. He
said that nothing had changed on the case, and that the
original nonpaper must have gotten "lost in your system."
(Note: Reftel A indicates that Khobargade is correct.
Embassy New Delhi received the nonpaper and reported it in
November 2006. End note.) Khobargade noted that the
Government of India had warned Grow-on-exports to be careful
about end-users of Sodium Cyanide, even though that item is
not directly controlled by India's Special Chemicals,
Organisms, Materials, Equipment and Technologies (SCOMET)
list.


2. Begin text of nonpaper:

Reference USG demarches regarding exports by Indian firms
Phulchand Exports and Grow-on-exports of Sodium Cyanide to
DPRK.

GOI has been regularly sharing information with the USG on
cases of possible onward proliferation in the spirit of close
and friendly relations and shared objective of preventing
proliferation.

Sodium Cyanide is not controlled under India's export control
lists. GOI initiated investigations because of USG's
concerns. It was found that none of the Indian companies
have exported Sodium Cyanide to DPRK in 2005 as apprehended
by USG. Grow-on-exports has been sensitized to be careful
about the end-users even though Sodium Cyanide does not fall
in the India's controlled list items.
