Puri remained noncommittal. However, Arora intimated that
the GOI would not turn its back on Russia's full inclusion
and participation in the CD. He did not address Nigeria or
Venezuela directly, nor did he respond to our point on
Bangladesh. Embassy will continue to engage as instructed.
