1. (C) MEA Joint Secretary (North) Pankaj Saran called
A/PolCouns on January 18 to convey the following demarche
regarding the upcoming vote on Nepal in the UNSC:
-- In the spirit of superb, close and on-going US-India
coordination on Nepal, India wanted the U.S. to keep the
"bigger picture" in mind when considering with some of the
more obstruse amendments being mulled.
-- India seeks a short, precise UNSCR that would include a
time-bound mandate that would be specific and focused.
-- Such a mandate should only encompass arms management and
elections observation.
-- "Mission creep" to add "unnecessary" elements such as
police and civil advisors would go beyond India's "comfort
level" and result in a proliferation of roles for the UN
where the GOI would not be very happy.
-- India was coordinating closely with the GON, and the MEA's
demarche reflected GON views.
Pankaj closed by noting that the Indian Ambassador in
Kathmandu remained in close contact with Ambassador Moriarty,
and would continue to do so. In the spirit of preserving the
close US-India convergence on Nepal, Saran urged the USG to
"overcome our divergences on the UNSCR" and agree a UN
mandate that addresses India's concerns.
2. (C) When asked for specifics, Saran refused to be drawn,
saying the Indian Mission in New York was in close contact
with USUN. A/PolCouns promised Saran he would convey his
demarche to the USG in Washington and New York. Poloff also
called EMBASSY Kathmandu to share Saran's demarche. EMBASSY
Kathmandu noted that it would send by septel Indian
Ambassador Mukherjee's more detailed comments to Ambassador
Moriarty on the draft UNSCR.
