A Clear BSP Victory

1. (U) Although the EC has not yet released the final vote
tally in the Uttar Pradesh (UP) Legislative Assembly
Elections, initial analysis indicates a clear victory for the
BSP party of former Chief Minister Mayawati, and Chief
Minister Mulayam Singh Yadav has already conceded defeat.
NDTV projects the following outcome:
BSP -- 189 seats
SP -- 98 seats
BJP -- 61 seats
Congress -- 27 seats
Others -- 27 seats
Winners and Losers
--------------
2. (U) The winners and losers a clearly apparent when
contrasted with the outcome of the 2002 elections below:
BSP -- 99 seats (a gain of 90 seats)
SP -- 143 (a loss of 45 seats)
BJP -- 87 (a loss of 26 seats)
Congress -- 26 (a gain of one seat)
Others -- 31 (a loss of four seats)
Mayawati to form the Government
--------------
3. (U) UP watchers and pundits agree that having crossed 180
seats, Mayawati will have no trouble attracting the 13 seats
she needs to form the government. Most expect Congress,
smaller parties and independents to join with the BSP to form
the new coalition. Such a combination could cross 243 seats,
giving Mayawati a comfortable majority. It is not yet clear
whether Congress will support Mayawati "from outside" or join
the new government. Rahul Gandhi has told reporters that
Congress has a post-poll plan in place but refused to divulge
the details, saying it must first be approved by the party
leadership. Post will provide detailed analysis septel.
