1. (C) India is likely to support strongly US efforts to
designate domestically and under UNSCR 1267 Kuwait's Revival
of Islamic Heritage Society (RIHS) as a financier of
international terrorism. Indian officials have previously
expressed their fear of spillover of the group's activities
in Bangladesh into West Bengal and the rest of India. We are
unaware of any significant charitable activity in India by
the organization, but India has mechanisms in place with its
banking system to ensure that financial bans based on UNSCR
1267 designations are enforced.
2. (S) Comment: Our counterparts at India's External
Affairs Ministry will probably use the opportunity of any
eventual designation to recommend that the US take similar
steps at the UN to designate Jamaat-ud Dawa, a Pakistan-based
organization that frequently diverts funding from its
charitable activity -- including donations raised to support
Kashmir earthquake relief -- to support Pakistan-based
Lashkar-e-Taiba's terrorist attacks in India. Indian
officials frequently raise their concern that our efforts
represent a double standard -- working diligently against
al-Qaida-linked organizations while turning a blind eye to
threats from Pakistan-based groups that launch attacks in
India that kill hundreds of Indians annually. We will need
to be prepared with examples of our efforts at the UN to date
against Jamaat-ud Dawa when discussing the proposed
designation of RIHS as an international terrorism financier.
