1. (SBU) According to colleagues of seized Amcit Cash Steven
Godbold, Godbold has been moved some 12-15 kilometers away
from the town of Zoumri. Chadian Tubus have reported to
Godbold's N'Djamena colleagues that the MDJT guards with
Godbold are standing watch in shifts, and are concerned that
a rescue effort (by other Tubus) might be staged. Godbold
continues to be in good health and spirits. Post's Consular
Officer has spoken with Godbolt's wife in N'Djamena.
2. (C) A Red Cross representative is traveling to Bardai on
October 24 (ostensibly to escort some mine accident victims
to N'Djamena.) Word has been passed through the Tubu
community that the Red Cross representative is available to
discuss the Godbolt case with the MDJT if they wish.
3. (SBU) CDA has requested a meeting with the Government of
Chad (GOC) spokesman on the case, Secretary of State
Djasnabaille. Godbolt's colleagues continue to urge quiet
negotiation.
4. (U) Tripoli minimize considered.
