1. (SBU) Post has reviewed information containd in
ref-email concerning 1206-funded activities o improve
partner nation intelligence. The actiities are designed to
developa self-sustaining indigenous intelligence capacity
capable of detecting, tracking, reporting and sharing
intelligence on terrorist activities across the region.
2. (SBU) The activities are described as three fold:
1) Military Intelligence Seminars;
2) Basic Military Intelligence Training;
3) Tailored specialty training depending on partner national
requirements.
3. (SBU) Chadian participants have already participated in
Military Intelligence Seminars. Basic Military Intelligence
Training is in the pipeline and may be folded into the third
activity.
4. (SBU) Post is being requested to approve FY08 1206
funding for the third activity, tailored specialty training.
This training could include photo-imagery interpretation, CT
analysis, open source exploitation and terrorist network
financing. Training events will be conducted by E-RJITF via
Mobile Training Teams (MTT) or in residence at the E-RJITF
facilities in Molesworth, England. FY08 resources will bring
the MTT on contract, allow the training team to develop the
courses, procure equipment and also fund the required travel
by students and instructors.
5. (SBU) Post concurs with the proposed FY08 1206 activity
as described. However, additional specificity will be
required. We kindly request that the proposed specialty
training be adequately briefed to and vetted by the country
team before commencement of activity.
