(SBU) The N'Djamena country team has agreed that MISI would
be beneficial to Chadian security services, primarily as a
tool for internet literacy and to increase internet
connectivity (currently extremely low in Chad government
services.) We understand that 1206 funding will be used to
help establish the MISI network, training modules and Program
of Instruction for the Ministry of Defense, Army and the two
PSI Battalion headquarters that control the maneuver units
being developed by the JSOTF-TS. EUCOM will use FY 07 and FY
08 dedicated Title 22 funding to extend the MISI network and
equipment to other security services (police, gendarmes,
national security agency).
