1. (S/NF) In response to reftel A request, Post has reviewed
potential Venezuelan foreign aid to The Bahamas. The Bahamas
is listed on EMBASSY Caracas' "Venezuela Dollar Diplomacy"
spreadsheet as a potential recipient of aid under the
Petrocaribe program. However, the GCOB never agreed to
implement Petrocaribe, and has neither sought nor received
aid under the program (reftel B). There is no other known
Venezuelan aid to The Bahamas.
2. (U) In a statement to the press on May 17, new Minister
of State for Public Utilities Phenton Neymour said that
Petrocaribe was not a present concern of the GCOB:
"Petrocaribe was a matter previously being addressed under
the (PLP) administration, but is not one of our priorities."
Instead, Neymour said the GCOB was focusing on alternative
energy sources, including renewable energy sources, and the
promotion of alternative-fuel vehicles in The Bahamas.
