1. (SBU) The Fifth Special Meeting of the U.N.
Counter-Terrorism Committee with Regional and Sub-Regional
Organizations on "Prevention of Terrorist Movement and
Effective Border Security" was held in Nairobi on October
29-31. A draft "Joint Statement and Plan of Action" on
counter-terrorism was distributed among the delegations prior
to the conference. The draft was ultimately debated by
delegates representing countries on the U.N. Security
Council. The Qatari delegate led a group that steadfastly
refused to include language "committing" their respective
countries to take any action. This group, which included
Indonesia and South Africa, would only agree to an "intent"
to take action. Delegates from the U.S., Russia, Italy,
France and the U.K. pressed hard but unsuccessfully for a
statement of "commitment" to be included in the document.
Ultimately, all delegates signed the Qatari version to avoid
adjourning the conference without issuing a Joint Statement.
