Not for release outside USG channels. ¶1. (SBU) Post is in receipt of reftel and looks forward to working with Washington agencies on a possible TFCA program for Kenya. In terms of reftel's request to broach the issue of TFCA with the Government of Kenya (GOK),Post ascertained October 19 that all of the senior-most officials in the Ministry of Finance are currently (or will soon be) in Washington to attend the World Bank/IMF and associated meetings. As such, we recommend that relevant Washington agencies use the visit by the Kenyan delegation to the World Bank/IMF meetings during the week of October 21 as the best and earliest opportunity to raise TFCA with the GOK in Washington ¶2.
