SUBJECT: BLUE LANTERN RESPONSE FOR APPLICATION 051014054

1. (SBU) Per reftel, the Political/Economic section, in
conjunction with the Office of Military Cooperation,
conducted a pre-license end-use check on the application
submitted by the Royal Oman Police (ROP) to Charles Kendall
and Partners for the purchase of engine spare parts for its
AB205 helicopter fleet. Lieutenant Colonel Adil Ahmed of the
ROP's Directorate General of Police Aviation confirmed that
the ROP had submitted the application for the parts in order
to maintain its 2 AB205 helicopters. When notified of the
license application value of $3,000,000, Ahmed noted that the
government typically uses
this figure as its standard for applications of this nature.
By doing so, the ROP would ensure that the parts would be
available for purchase when needed in order to minimize
aircraft downtime. He estimated that the initial purchase
order, which has not yet been finalized, would be less.
